Several energy policy decisions had, in different ways, affected the electricity market and its functioning in recent years. The program was initiated to provide policymakers, authorities, and energy companies with in-depth knowledge and insights into the then-anticipated developments and the effects of regulatory changes.

Changes in regulations and market conditions in the electricity sector involved complex issues, both from a broader system and societal perspective and at a more detailed level. A profound understanding of the role and functioning of the electricity market was crucial for ensuring that the decisions taken were well balanced and had the intended effect.

The program involved around ten highly renowned Swedish and international researchers who contributed new knowledge on:
