This program is part of Energiforsk's nuclear power technology research portfolio. The program's overall framework is set by the board. Decisions about projects in the program are made by the Concrete Program's steering group.

The steering group consists of representatives from the Radiation Safety Authority as well as Swedish and Finnish nuclear power plants and their owning companies. The following represent the stakeholders in the steering group:

The steering group has a technical expert, Peter Lundqvist from Vattenfall, who, among other things, develops project ideas and program seminars as well as reviews the program's reports.
